If you can sew you could buy some pretty cot panels from a craft store and make it into a simple wall hanging, then take the coulours from that and buy matching ribbons, you could make curtain tie backs or bows on the cot or something... Otherwise you could buy some cheap nylon/wire butterflys, the cheap $2 shop type places often sell them. Put them around the room with adhesive strips or hooks. Also ask any friends with little girls what they did. You should still be able to get a pretty room on a small budget.
