I think the best place to raise a baby is in a loving, caring home environment. In my experience, babies do best in a place where the parents feel comfortable, regardless of the actualities of the environment. If the parents don't feel safe themselves, they should move. That said, I think the physical places which are desirable are those closest to any type of natural unspoiled surroundings. This doesn't have to be rural America. It could be close to an underlandscaped park, an empty lot, an interesting backyard, or frequent trips to nearby wilds such as seashore, forest, desert, plains or mountains. Outdoor environments that provide healthy exploration of nature are the best places to raise a child anywhere in the country.
